In almost all cases, foreign workers must have a valid work permit to work in Canada . When hiring a foreign worker, you, the employer must first apply for approval of their employment offer (Labour Market Opinion) to Service Canada (former HRSDC)
Please note that CIC may impose additional criteria before issuing work permits to foreign workers in regulated occupations.
